SUMMARY

This briefing addresses a pattern of extraterrestrial entities attempting to return items they have apparently acquired from Earth - items that were never sold to them in the first place. Since 1973, non-human intelligences have made repeated contact at various locations with the apparent goal of returning merchandise. Common return items include garden tools, one specific highway road sign ("Curve Ahead"), and a goat that was definitely not ours to begin with.

FINDINGS

Return Attempts. Analysis of 47 documented extraterrestrial return attempts reveals a consistent pattern: the entity arrives, produces an item of terrestrial origin, and seems to expect a refund or exchange. The entities do not speak but convey impatience. When no refund is offered, the entity leaves the item and departs. This has resulted in the accumulation of 37 garden tools, 11 road signs, and 4 goats in a warehouse in [REDACTED].

The Goat Problem. The goats are of particular concern because they are clearly terrestrial goats that were taken from Earth farms at some point. The goats are healthy. They do not appear to have been harmed. They do, however, refuse to interact with other goats. They huddle together and stare at the sky. The committee has designated this "Goat Situation - Ongoing."

Communication Attempt. In 1998, a team left a sign at a known return site reading: "NO RETURNS - ALL SALES FINAL - THIS MEANS YOU." The sign was taken. The following week, a different sign was left: "BUT WE HAVE A RECEIPT." The committee has not yet determined what receipt they are referring to.

ANALYSIS

Hypothesis A - Shopping Confusion. Non-human intelligences have observed human commerce and concluded that the exchange of objects for value is a universal constant. They have acquired Earth items - possibly as souvenirs or研究对象 - and now wish to reverse the transaction. They do not understand that we require proof of purchase.

Hypothesis B - Contamination Removal. The items being returned are contaminated with something the entities do not want. The garden tools, road signs, and goats have all been exposed to Earth's biosphere. The entities are returning them because they have served their purpose as samples and are no longer needed.

Hypothesis C - They Are Right. We Did Sell Them. At some point, the United States government entered into a commercial agreement with an extraterrestrial civilization. The agreement involved the sale of goods. The records of this agreement have been lost. The entities have proof of purchase. We do not know what we sold them. We are hoping it was not the goats.

CONCLUSION

The committee has established a formal "No Returns" policy for all extraterrestrial transactions, retroactive to 1973. The goats remain in quarantine. Intelligence gathering continues.
