PIGEON NOTES - CRYPTID COMMUNICATIONS

This report investigates a pigeon observed carrying folded notes between government buildings in the [REDACTED] metropolitan area. The notes are written in a code that has not been broken. The pigeon has been observed making regular deliveries for approximately 14 months. The pigeon is uncooperative during interviews.

Delivery Routes. The pigeon maintains a regular route between three government buildings - the [REDACTED] Administration Building, the [REDACTED] Records Office, and the [REDACTED] Annex. It makes approximately 4 to 6 deliveries per day. It does not deliver on federal holidays. The pigeon appears to understand the federal holiday schedule.

Coded Messages. Nine notes have been recovered for analysis. The code consists of a sequence of symbols that do not correspond to any known cryptographic system. Initial analysis suggests the code may not be human in origin. The pigeon has never been observed carrying a response.

Interrogation Attempts. On three occasions, personnel attempted to intercept and question the pigeon. The pigeon responded by coiling and flying to a higher ledge. It has been described as "uncooperative" and "judgmental" in field reports. It does not accept bribes of bread crumbs.

Hypothesis A - Traditional Messenger. The pigeon is a standard messenger pigeon performing a task assigned by an unknown handler. The handler is someone within the government who prefers avian couriers over modern communication methods.

Hypothesis B - Autonomous Agent. The pigeon is operating independently. It is writing the notes itself. The pigeon has something to communicate and has chosen this method. The pigeon may be more intelligent than it appears.

Hypothesis C - Interspecies Diplomacy. The pigeon is an emissary from a non-human intelligence that shares our urban environment. The notes are diplomatic communications. We have not responded because we cannot read them. The pigeon is frustrated with us.

The pigeon is classified as a Class-II Avian Intelligence Entity. Its activities are not hostile and appear to be routine correspondence. Efforts to decode the messages continue. Personnel are advised to treat the pigeon with professional courtesy. It is doing its job.
